Except that an amendment other than for reduction or abolition of tax can not be moved in either houses without the recommendation of the president Isse point ka Matlab :
Finance bill 1 me Rajya sabha Amend kar sakta hai without recommendation of the president in matters of reduction and abolition of tax.
But reduction and abolition ke amendment ke alava koi Bhi amendment agar Lana hai Dono house me toh president ka recommendation Jaroori Hai

Pehli bar agar koi bill rastrapati ko pass ho aur use galat lage tho who bill wapas bhej deta hain aur dusri bar wapas aye tho sign karna mandatory hain. Kya ho agar dusri bar bill wapas ane se phele rastrapati change ho jae tho? Dusre rastrapati ko sign karna mandatory hota hain ya wapas parliament me bhej sakta hain?
